There appears to be an independently developed package at https://sourceforge.net/projects/trackchanges/ with the same aims as "changes". What are the relative strengths and weaknesses of these two packages?

I just looked at the trackchanges package, I did not know the package before, thus my (quick) two cents:
trackchanges has a GUI, changes has a script
editors (authors) have an id, name and color in changes only an id in trackchanges
changes is available on CTAN, i.e. in most distributions
trackchanges has other options for markup/layout of change formatting
