what is Encoding of the sample chinese text

I saw some chinese text file such as 198706005.c.txt.
I have problem viewing it in chinese. What is the encoding? Any tool to open it correctly?

  I guess the encoding is GB2312. I can see the chinese text now. I don't understand the align output file.
  
  How should I read the align.shouldbe file?
  What do those numbers stand for?
