That sounds more like you're using the CLI PHP interpreter instead of
the CGI PHP interpreter:

$ echo '<?php echo "hello\n"; ?>' | php
hello

$ echo '<?php echo "hello\n"; ?>' | php-cgi
X-Powered-By: PHP/5.2.3
Content-type: text/html

hello


You can use the -v flag on whatever PHP you pointed cgiwrap to, to find
out what interpreter type you're trying to use.
