[cgiwrap-users] how to customize cgiwrap environment?

I have just installed cgiwrap-3.7.1 on linux server.
I am trying to use it to run a script which requires a variable 
XMLMAKE_HOME be set in the environment.
Apparently, cgiwrap does not read $HOME/.bash_profile
Is there any way to fix this, short of adding the environmental variable to 
the root user's environment?
