[cgiwrap-users] Committed more php support

There are two new config options (might be renamed)

--with-php-interpreter
	if you specify this, cgiwrap (regardless of name) will check if
script ends in .php/.php[34]/.phtml and will pass to php if so.

--with-php-cgiwrap
	if you specify this, php-cgiwrap[d] will be installed
