Easiest way - set up another cgi-bin that is shared by all the vhosts,
and put cgiwrap in it. 

Put it outside the vhost blocks in httpd.conf, and it should take effect
for all servers.

If you're using cgiwrap, you shouldn't allow vhosts to put cgi's
directly in cgi-bin, it's a significant security hole.
