	But isn't the instantiation of that CGIWRAP momentary, and therefore
has no more children? Apache could get away with it when it started, but
if CGIWRAP runs, runs the CGI, then both disappear, and the Apache 
process keeps going. Wouldn't RLIMITS be gone the second the CGIWRAP
instantiation was gone?
