There should be support for CGI:IRC in an upcoming version of Unreal,  
without needing any external modules.

(You could try the UnrealIRCD CVS right now if you want support for  
it without having to downgrade to 3.2.3, but I wouldn't expect anyone  
to support you with that ;) ).
