The ircd module required for this feature doesn't work with 3.2.4 so  
you either don't support it, drop back to v3.2.3 or live with it not  
working.

I stopped supporting CGI:IRC until someone fixes it, have had several  
complaints over it's forced lack of support but when a package isn't  
complete in it's proposed functionality then it's garbage and when  
people respond with the obvious lack of knowledge that an external  
module is required and should be part of this package I figure it's  
time to wait until the people involve din it's development either fix  
it or provide an alternative solution.

The people who did respond on this list didn't even know what I was  
talking about and probably still don't, they don't realize that aside  
from the perl/php scripts, a binary module which must be added to the  
ircd config is also required to make this work and it's currently not  
being developed for several years now so I wouldn't hold my breathe  
on a solution any time soon.

I was thinking about fixing it however with the lack of any real ircd  
API or knowledge from anyone here about the existing module I'd be  
better off writing something from scratch than to spend my time  
guessing at something that isn't complete and lacks information.
