[cgiirc-general] Permission error when opening socket

[Invalid N. <sre...@ho...>]

Hello, I'm new to CGI:IRC and have just installed it smoothly enough. 
Unfortunately when the script loads I receive the following error: "An error 
occurred: Error opening socket: Permission denied" Anyone have any ideas on 
fixing this? All the files are chmod 755 so I'm not sure what the problem 
would be.
