Its an excellent idea to use HTML::Template.. I've been using that on 
pretty much every perl web app I've written for a couple of years now..

I have some reservations about fastcgi as well, but I spose having 
irc::Cgi 1 and 2 means people can just use what they are equiped to..
I would have liked to see a mod_perl capable version myself.. but no 
matter...
