#13 Make first day of the week configurable

REQUEST: Make the calendar capable of using a day other than Sunday as the first day of the week.

The changes are very easy to incorporate in language.pm and index.cgi, and I volunteer to submit code to that effect.

JUSTIFICATION:
(1) Different countries use a different day of the week to start the calendar.

(2) There is an ISO standard that says just that: the first weekday should be Monday (although it has not been widely adopted).
