Add a web interface to manage the load manager

1. ping sas processes to check they are alive
2. stop/start sas processes
3. stop/start service

provide this as a web service from the load manager
rather than the broker. This allows the admin pages to
be bound to localhost (config option) for added security.

admin interface enabled optionally via cgi2sas_mgr.conf

password stored in config file.
add unix checks to make sure cgi2sas_mgr.conf is not
world readable.

allow following config options to be changed without
restart of load manager.
log_options=detail | none
