[Cgi-session-user] All tests passing.

Hello,

I'm happy to report that with the recent fixes from Matt LeBlanc and
Sherzod, all tests are now passing for me with the latest CGI::Session
from Subversion. 

I've reviewed the TODO file and think we are ready for a 4.0 release. 

I added a disclaimer to the 'Changes' file that people should exercise
upgrading at this point. 

Unless there are any other concerns, do you want to do the honors
Sherzod?
