[Cgi-session-user] Build.PL and UTF8 test failures

Ron,

Let's drop Build.PL if it's causing a problem. I personally prefer that 
system over Makefile.PL and agree with advocating it. However, 
Makefile.PL is supported everywhere and is basically here to stay in 
terms of support.  I would support trying Build.PL again in the future, 
though.

Regarding the UTF8/5.10 issue...from a quick review it sounds like it 
might be a Perl 5.10 bug or more generally "not our bug". I would be OK 
with marking the test as TODO while 5.10 gets straightened out.

However, I know you've spend more time thinking about this I have, so 
I'll defer your final decision about how to handle this.
