CGDB 0.3.1 Released

    link and instructions.

There are no new features in this version. It is purely a release to fix
autoconf/automake problems.

This new version contains the following changes:
  =20
   1. configure only installs cgdb now. Instead of the driver programs.=20
   2. cgdb no longer depends on rlctx_prog to run. It is a self-contained=
=20
      executable.
   3. The source tree is completely redone.
