#99 FR: create ceps-build module

a module needs to be created that will automate system
builds from cvs. This should be smart enough to build
a system to any release point specified (ie I should be
able to ask for a ceps version 3.15, and get the
software packages that correspond to that release of ceps.)

This tool should also be smart enough to install the
software properly in the software depot in preparation
for a system wide dist of the software.

This would eliminate situations where someone
incrrectly adds files to the repository, and allow for
automated system builds.
