#97 FR: Update ceps-lpr client installer to use gzip

I saw a request on the linux-users mailing list stating
that the compress program used in the ceps-lpr client
isn't aways on systems now. He hacked the installer to
use gzip to get thigns running for him. So, this FR is
to re-work the installer process to make it use gzip
when appropriate or compress where appropriate. Or,
just re-work the whole installer to work with various
package systems and such.
