#94 FR: Add a decomssion type

It would be nice to have a printer type that
re-directed the print jobs to a new printer, and sent
the user an e-mail back that the printer they just
printed to has been de-commissioned. This would be
especially useful in sites where there are mass
conversions of printers from stand alone printers to a
Multi-function model. There used to be something like
this with the service groups, so we could mark service
groups obsolete, it would be nice to do the same with
print queue names.
