#90 FR: Monitor state of SDDB Master Servers

Create script to monitor state of sddb master servers
for all IID's and e-mail ceps-errors if it finds that a
SDDB Master is down.
Jim Woodbury to write and test this script.
Use sddbs -s localhost listall|grep Master to get list
of SDDB Master Servers, IID's and State.
