#77 package CEPS code into RPMs

all CVS code that is not packaged needs to be put into
RPMs.
the RPMs do not need to be fine-grained now.
one RPM per module is sufficient.

some CVS modules were subsumed under other CVS modules
+ for better organization of the code, and
+ to simplify build and construction of the RPMs
