Currently, a server can install another server of the same
release as itself.
If the server is defined strictly by the code instead of the
state of a pre-existing server, it should be possible to
install a server at other releases, given the presence of
the required files.
This accomplishes two objectives.
+ puts the server definition completely into the code,
removing the state of a pre-existing server from the definition.
+ enables fallback to previous releases without reliance on
more than one server.
