#72 New inheritance data type

generalize lpopt inheritance behaviour including the
specification of default values like the lpopt table,
but for additional values for things like Timezone,
local support contact numbers and names, ect.

Example,

Set the GTRC phone number for North America on the
region code level, and have it trickle down to the
device level.

Also, this could allow for all machines of a particular
model to have Contact or Email information set in a
generic fassion (ie for Xerox devices).

We should also add the option to allow the data to be
forced, and not over-ridden on the more specific levels.
Ie, we should have the option to set the contact for all
Xerox MFD's to be the Xerox support number, and optionally
not allow that to be overidden on a per-device basis.

Or perhaps we should have the option to force a one-time
override when a more general record is updated, but still
allow the more specific records to be updated at a future point.

Or perhaps both. :-)
