#70 optimize user-account replication

currently, prdist and newinstall copy _all_ user
accounts with rsync.
that includes passwd, shadow and group files with the
user directories and their contents.

first, passwd, shadow and group files should not be
copied, at least not for the first installation. users
and groups should be added procedurally. this will
ease transitions to new sw packages that modify the
user/group files via CLI.

second, the only user directories that should be copied
are those for 'sysadmin' users, i.e., users in the
'sysadmin' group. at that, maybe only those
sysadmin-users that contain a specific file such as
$HOME/.copy-me

My home directory doenst need to exist on a server until I
