#53 convert current CGI scripts to use CEPS::CGI modules

Currently , the CEPS web sites is an amalgam of scripts
written in shell and perl calling CGI util programs
written in C. They spew HTML gen'ed from w/in the
scripts themselves.

They need to be converted to use the CEPS::CGI modules
which implemented a specialized interface for the CEPS
CGI scripts to CGI parameters, cookies, CEPS objects
and templates (or the MVC model).

B/c of the size of the task, 'pquedisp.pl' is assigned
