#36 bozzio: convert static HTML and CGI scripts

convert static web-pages to templates that are
converted to static HTML during build.

just pick a web page and do it. this work can be
distributed among other people on the team.

this involves writing a script, e.g.
build/mkstaticpages.pl, that uses the CEPS::CGI module
installed in <top-level>/build during build (for this
purpose) that uses the templates in the source tree to
build the static HTML pages.

it then needs to be integrated with html/Makefile.in
