#109 BUG: improper permission for spool dir "./queue_name/tmp/"

Data file (df*) created by LPD protocol is readable
only by root for security reasons. We make a copy of
this data file under "./tmp" directory (for running
filter scripts) with world readable and writeable.

Need to set permission for files as:

"./tmp" - directory - should be 0600
"./tmp/in" - file - should be 0600
"./tmp/out" - file - should be 0600
