#103 BUG: RPM::Specfile Perl Module is missing

the perl module RPM::Specfile is missing from the dev
servers. This module is required to build the
ceps-cpan items in the ceps-rpm module in cvs.
Specifically cpanflute2 is needed to build other perl
modules.
