I have committed and flushed out a CEP_User class.  It is mostly documented.

I like the current schema setup, so I am going to leave that alone.  Take a 
look and let me know what you think of the method names.

After I have this working I will move on to classes that allow us to manage 
the users/permissions/groups etc.  We have modules for that interface, but I 
would like user and group "data objects".
