#3 Use something like xml:base in HDF data files

If all URI's were keep relative with just a single xml:base type attribute somewhere in the data file then it might be possible to keep the data valid when moving the source models. Would need to then provide some way to alter the base URI, maybe a standard HDF file editor can already do that?
