Adding general reference frames for stars introduces a lot of complexity, so I'm reluctant to do it, especially if orienting binary stars in the sky plane will be the only usage scenario. I think that we might be better off adding some special cases, selectable with a single stc property. In addition to making the code less complex, this would make life easier for stc authors, as something like 'ReferenceFrame "skyplane"' is simpler than setting up a two-vector frame.
