This is a follow up to a bug that was apparently fixed in 1.6.1 :
From:
https://sourceforge.net/projects/celestia/files/Celestia-win32-bin/1.6.1/
Platform specific changes:
"Windows: Fixed invisible context menu in fullscreen mode (ATI cards)"

I'm using a 1.6.1 executable, however the context menu is invisible (when I right-click on an object such as the Earth).
Secondly: The cursor crosshair is mostly invisible in full-screen mode (except when positioned at the very top of the screen, thus enabling the toolbar). As soon as the cursor is moved down far enough for the toolbar to disappear, the cursor disappears as well. This makes it pretty much impossible to tell where the cursor is located when trying to click on objects in full-screen mode.

I'm not using an ATI card, however I am using a CPU integrated graphics chipset: Intel HD4000 (ie. IvyBridge). It's possible this configuration wasn't considered when the bug was fixed for ATI cards as the HD4000 chipset only came out in 2011.

Now that Chris is no longer active in Celestia development, I don't expect this bug will be fixed any time soon. I've arbitrarily assigned it to Da Woon, however I think DW is mainly MacOSX, so it's unlikely he will be able to replicate it, so any DEV with some time on their hands and an IvyBridge chipset is welcome to grab it and investigate.
