This is one of a set of commits to implement the arm-wince-cegcc target.

In the src/newlib tree, these files were trivially changed to implement
the new target :
* newlib/newlib/configure.host
* newlib/config.sub
* newlib/configure.in

Configure was regenerated by autoreconf.
