Aha, thanks David. I had totally mis-read the message. I typed in "M-: (eval-and-compile 'cl-extra)" and thought the loading there-of caused the problem. Your patch makes good sense. It happens because the `eval-and-compile' and `eval-when-compile' nested form parser assumes that the body of those forms only contains parenthesized expressions that can be parsed to produce tags. If you were editing a lisp file, you may need to load the semantic-el.el library (not the .elc) and try again to get a better stack on the problem.
