what type of system are you running on?  Linux, windows?

1.  I opened up \cedet-1.0\semantic\semantic.el
2.  I attempted to 'Byte-Compile-Directory and although there were 0 .elc files, nothing built.
3.  I then attempted: emacs -Q -l cedet-build.el -f cedet-build, and an instance of Emacs started by the '-Q' option failed.

This is on Windows XP running emacs 21.3

Any suggestions?
