Thanks.  That appears to cover what I was looking for.  I did notice one problem.  

If I include global-cedet-m3-minor-mode in semantic-default-submodes, I get the following error:

Warning (initialization): An error occurred while loading `c:/cygwin/home/troy/.emacs':

Symbol's function definition is void: global-cedet-m3-minor-mode

That does not appear to be defined anywhere in my lisp directories.
