#67 build of 1.0pre2 fails

Just tried building the latest pre-release, and found
that it didn't create ~/.semanticdb, but tries to use
it. So I created it manually and then everything was
fine. Error snippet follows:

emacs -batch --no-site-file -l grammar-make-script -f
semantic-grammar-batch-build-packages semantic-grammar.wy
Loading
/usr/libexec/emacs/21.3/i386-redhat-linux/fns-21.3.1.el
(source)...

    Bad if/else statement in semantic-load caused this problem.
    Fixed now in CVS.
