#1240 BPolDescriptor OWL entry cannot be referenced

Previously, descriptor specifications were of the form http://url/#descid. The BPol descriptor has been updated to use the CHEMINF ontology and the new specification does not follow this convention. As a result, it's OWL entry cannot be identified and there doesn't show up in the descriptor UI and other downstream tools
