CDAT-3.1b3 available

CDAT (Climate Data Analysis Tools) is an open-source, Python-based environment for scientific calculations and graphics with focus on the needs of climate modelers.

A new beta release of cdat-3.1 is now available. Please follow the build instructions in
the top-level README to install it.

This beta fixes a number of bugs and further improves the installation system.
