#163 /usr/local assumptions

A few parts of CDAT4.0 appear to assume that the
install will be to /usr/local. When I was doing some
test installs to /tmp, I noticed that <prefix>/bin/cdat
(Scripts/cdat in the distribution) sets LD_LIBRARY_PATH
to include /usr/local/lib instead of <prefix>/lib. It
might also need to specify <prefix>/OpenDAP/lib (and
HDF/lib?) too.

grepping for "usr/local" in various parts of the source
tree returns a few other hits, but I'm not sure if
they're relevant or not.
