#3 Include files in same directory are include as full path

This introduces a bootstrap problem as an include file
is visible under its full include path only after
compilation. The concrete case was discovered in the
CCM_Local generated interfaces directory by looking
over the source. It is not currently a real problem as
there is no implementation there which is compiled
(only .h files), but will become one once the ccmtools
generate code for the interfaces.
