[cclib-devel] Source distribution with no tests

Hi guys,

I'm just updating things in Sourceforge after the 1.3 release and will be
going through the files on github, too. One thing I will do is update the
source distributions I uploaded there to ones that do not contain the
tests/data. We discussed this some time ago and I think came to the
conclusion that there is no need to have the tests and unit test logfiles
in the minimal downloads.

For this I pushed a commit to master:

Anyway, github automatically provides archives for the entire repo with
every release, so providing a minimal download will be less redundant.
