[cclib-devel] Turbomole tests

I've enabled the Turbomole tests for geoopt and vibrations. If you
install cclib, and then go into the tests directory and run:

python testall.py

or perhaps more usefully:

python testGeoOpt.py
 and
python testvibs.py

You can monitor your progress.
