[cclib-devel] test package

I added import bridge to the __init__ script of cclib (was there a reason it 
wasn't there?). I also imported test today if possible and some convenienve 
code, so you can now do tests from the interpreter. For now, just 
cclib.test.testall().

I didn't mention it in the commit, but I also added testCC and testTD to 
testall, they were missing out on the action until now.
