[cclib-devel] ...now with TeX support

By copying OpenBabel, I've added tex support to our wiki. Just use the
<tex> tag (not <math>).

It works by calling cgi-bin/mimetex.cgi, e.g. try
   http://cclib.sourceforge.net/cgi-bin/mimetex.cgi?x^2
