[cclib-devel] cclib 0.91

I just rebuilt cclib 0.9 with a simpler setup.py as the generated
.tar.gz file wan't installing correctly (see bug reports). I think
that in future I will replace our current setup.py with this simple
version as it seems that changing it has in the past only introduced
difficulties.
