Localizing to non-western languages is hardened with some of the final HTML code generated in php-code and lack of translation situations mentioned in current translation mechanism (where you can replace certain string with your own ones).
I think it is better to have every use of human language to be described in replacement model. That should cause performance slowdown, which (IMHO) could be avoided by preparing templates with language strings already replaced.
