#3 New User anomalies when created manually by an administrator

If you leave the email blank on a new user entry (created by an administrator) then a null pointer exception occurs; the browser reports that the op failed but the new user still appears in the list; if you refresh the user disappears; or if you log out and try the new account it doesn't work; log back in and the user isn't in the list.
