#19 testResourceLinks intermittently fails

testResourceLinks in DataProviderClientTests intermittently fails, either because the number of targets or number of sources for the sub resources is 12 instead of 13. I am not able to reproduce the error but I did add assert messages and testResourceRelinking in [r352] to help track down the error when it happens again.
