#29 upload and ipcop router issues

Hello I have installed cbqinit in an effor to slow down
my upload speed so users who access my apache server
from the net cant saturate my conections upload when
downloading a file off it. How my network is setup as
follows:
Net conection
to eth1(external ip) or red interface of Ipcop box for
router with nat
then eht0 or green interface on ipcop is 192.168.0.10.
Then I have my server with an ip of 192.168.0.1
I have port 80 on ipcops external interface forwarded
to 192.168.0.1 on my server.

here is my curent config
DEVICE=eth0,100Mbit,10Mbit
RATE=200Kbps
WEIGHT=20Kbit
PRIO=5
RULE=192.168.0.1/24

I have also tried replacing the Rule comand with the
external ip internet ip to no avail. btw this works
localy on the LAN slowing the upload of the server to
the other comps. Any Ideas?
